(a) After the council makes a final decision under 13 AAC 95.070(d), the council will send to the applicant within 15 days a (1) notice of disapproval if the council disapproves the applicant's application; or (2) notification of grant award to an applicant whose application is approved, contingent upon necessary revisions negotiated under 13 AAC 95.070(c), and contingent upon availability of money. (b) The grantee must sign the notification of grant award to indicate acceptance of the requirements of this chapter and of the terms set out in the signed application, as revised under 13 AAC 95.070(c). After the notification of grant award is signed by the chair of the council or the chair's designee, the signed notification of grant award constitutes a contract between the council and the grantee. (c) Grant awards are subject to the availability of spending authority by the council to fund a grant; the spending authority may be revoked, rescinded, reduced, or withheld by the office of management and budget. The council will promptly provide a grantee written notice if funding is revoked, rescinded, or withheld, and the effective date of the action.
