(a) If, by July 1 of the state fiscal year for which a grant application is made, the governor does not sign into law the final state budget for that fiscal year, the council will seek authority to extend the existing approved grants for a period not to exceed 90 days. (b) The council will not commit money for a grant for a period that exceeds the state fiscal year for which the grant is awarded. The council will, in its discretion, award a grant for a period not to exceed two years, subject to annual legislative appropriation.
