(a) In addition to complying with applicable requirements in AS 28.10 and this chapter, an individual who meets the eligibility requirements of AS 28.10.181(y) and who has been issued an individual finisher number by the Iditarod Trail Committee may apply on a form provided by the department for a special request plate commemorating the individual's finish of the Iditarod race. (b) The applicant must be a registered owner of the motor vehicle and the vehicle must be currently registered in this state.
