The commission will award a maximum of 50 points to an applicant for past participation in, and economic dependence on, the Southern Southeast herring spawn-on-kelp pound fishery. Applicants who commercially harvested herring spawn-on-kelp from the fishery over the 1992-1994 time period will be awarded points for the seasons in which they participated, as follows: Season 1992 1993 1994 Commercial Harvest (Available Points) 11 12 13 Pound Built and Permitted (Available Points) 11 12 13 Total Available Points 22 24 26
