In this chapter, unless the context requires otherwise,  
		(1) "commissioner" means the commissioner of commerce, community, and economic development;  
		(2) "department" means the Department of Commerce, Community, and Economic Development;  
		(3) "fishery" has the meaning given in AS 16.43.990;  
		(4) "seafood development region" means a region established under AS 44.33.065(b).
