In 3 AAC 49.010 - 3 AAC 49.100 (1) "ballot" means a ballot issued to a utility subscriber or cooperative member in an election conducted under AS 42.05.712 and 3 AAC 49.010 - 3 AAC 49.100; (2) "commission" means the Regulatory Commission of Alaska; (3) "cooperative" means an electric or telephone cooperative organized under AS 10.25, subject to the commission's regulatory jurisdiction under AS 42.05, which is authorized to conduct a deregulation ballot election under AS 42.05.711(h) and 42.05.712; (4) "election" means an election conducted under AS 42.05.712 and 3 AAC 49.010 - 3 AAC 49.100; (5) "question" means the question whether a utility or cooperative is to be exempt from regulation by the Regulatory Commission of Alaska, as prescribed in AS 42.05.712(d); (6) "utility" means a public utility subject to the commission's regulatory jurisdiction under AS 42.05 which is authorized to conduct a deregulation ballot election under AS 42.05.711(f) and (g) and 42.05.712.
