(a) Within five days after a tenant has filed a complaint with the board under sec. 30 of this chapter, the board shall mail to the landlord, or the landlord's agent who collects rent on the property, a notice of the filing of a complaint, a copy of the complaint and property income/expense analysis forms. (b) The landlord may not implement a proposed rent increase upon which a complaint has been filed until issued a rent order approving the increase from the commissioner or his designee as set out in this chapter. (c) Within 10 days after the mailing of the notice by the board as provided in (a) of this section, the landlord or the landlord's agent shall prepare and file with the board a property income/expense analysis on forms prescribed by the commissioner. (d) The board shall provide the complaining tenant with a copy of the landlord's property income/expense analysis form prior to any hearing on the proposed increase.
