(a) The chief school administrator, under the direction of the school board, is responsible for preparing a six-year capital improvement plan, including annual updates, for all new public elementary schools, secondary schools, and education-related facilities, as well as for all additions to and rehabilitations of existing facilities, for which state aid is sought under AS 14.11.011 or for which an allocation of state aid as debt service reimbursement is sought under AS 14.11.100. (b) The capital improvement plan must include: (1) a description of the district's fixed asset inventory and its condition; (2) a description of the district's preventive maintenance program for facilities in the district; and (3) for each capital project in the six-year plan: a project title, a project scope, and an estimated project cost. (c) A district requesting approval of a project for state aid under AS 14.11.011 or AS 14.11.100 shall submit an updated six-year capital improvement plan to the department no later than September 1 of each year. The district's six-year capital improvement plan must list each project for which approval of a project for state aid is sought.
