Beginning at the intersection of E. 48th Avenue and Lake Otis Parkway; then northeasterly along the centerline of Lake Otis Parkway to its intersection with the Alaska Psychiatric Institute boundary; then northeasterly along the Alaska Psychiatric Institute boundary to its intersection with Piper Street; then southerly along the centerline of Piper Street to its intersection with E. 40th  Avenue; then easterly along the centerline of E. 40th Avenue to its intersection with the Alaska Psychiatric Institute boundary; then easterly along the Alaska Psychiatric Institute boundary to its intersection with Elmore Road; then southerly along the centerline of Elmore Road to its intersection with the Far North Bicentennial Park boundary; then westerly along the Far North Bicentennial Park boundary to its intersection with E. 48th Avenue; then westerly along the centerline of E. 48th Avenue to the point of beginning.
