(a) An agency shall provide for recruitment of foster, adoptive, or guardianship families to care for the children the agency places in care and shall include recruitment for specialized identified needs and populations. (b) An agency shall be active in interpreting child welfare programs and agency services to ensure utilization by persons needing the services and a realistic understanding of services by the public. (c) An agency shall participate in inter-agency planning and coordination to maximize programs so that birth parents and applicants for foster, adoptive, and guardianship placements may have greater freedom of choice and opportunity to apply for services, regardless of racial, ethnic, religious group, or ability to pay a fee.
