(a) A non-party may request permission to file an amicus brief by filing a motion. (b) On a motion under (a) of this section, the non-party shall identify its interest in the appeal and state the reasons why an amicus brief is desirable. (c) No later than 10 days after service of a motion under (a) of this section, any party may file an opposition to the motion. (d) The chair will decide a motion under (a) of this section. If permission to file an amicus brief is granted, it must be filed as ordered by the chair.
