(a) In proceedings before the labor relations agency, a party may represent oneself or choose a person to represent the party. The party shall provide notice of representation to the agency and other parties. A representative need not be a licensed attorney. (b) An individual may not be a representative and a witness in the same proceeding. (c) A party naming as a witness an opposing representative must make a showing of necessity. If the agency determines that necessity exists, the opposing representative shall stop serving as a representative. (d) A party representing oneself is not subject to (b) of this section.
