The department will act as a certifying authority for an electronic signature if (1) at least one of the parties to the transaction requiring the action is a state agency that has elected to use the department's system established in 2 AAC 05.200 - 2 AAC 05.290; and (2) the individual whose electronic signature is to be verified has completed the enrollment, validation, and verification processes described in 2 AAC 05.220 and 2 AAC 05.230.
