Section 6.25.010. Designation, identification, and training of poll watchers.

  • 	(a)  The director will distribute poll watcher identification badges to all election supervisors.  
    	(b)  Before election day, the identification badges will be provided by the election supervisors to state or district party committees. Before election day, candidates not representing a political party, and groups sponsoring or opposing an initiative, referendum, or recall, shall request poll watcher identification badges from the election supervisor.  
    	(c)  The issuing authority must countersign, date, and provide the title and name of the group represented in order for poll watcher identification badges to be honored. The name of the poll watcher and the title "poll watcher" must be on the front of the badge. The name of the candidate, party, or group being represented and other required information must be on the back of the badge to avoid the appearance of electioneering.  
    	(d)  At the time the election supervisor provides identification badges, the election supervisor shall provide the division's Guide for Poll Watchers, revised as of May 2013 and adopted by reference. The party committees, candidates in the primary election, and candidates not representing a political party in the general election, and groups sponsoring or opposing a ballot measure are responsible for the training of all poll watchers under their authority on the proper conduct of poll watchers according to the Guide for Poll Watchers and are responsible for the conduct of the poll watchers.
