non-visible point-to-point line toward Agassiz Lake and continuing northerly toward Haydon Peak to its intersection with the City and Borough of Yakutat boundary to the point of beginning, excluding all that area within the City of Valdez, the City of Cordova, and the City of Whittier boundaries, and including all that area within the community of Tatitlek.
